Presidency of Ronald Reagan was in own way unique in the Soviet-American relations. While in USA the new vigorous leader who just has gained a convincing victory at presidential elections has come, in Soviet Union with 1982 for 1985 bosses were replaced. However in the first years of board Reagan refused meaningful dialogue or interaction from the USSR. Aspirations to the military superiority and over renewal of an active ideological opposition from our side - two components of his policy were those. First four years of his presidency were characterized by dominance of militant ideology, final disorder of process ðàçðÿäêè which the new president openly rejected, having replaced with its confrontation, growth of dangerous intensity in the relation between two superpowers. First presidency of Reagan (1981-1984) It is possible to characterize as a transition period connected to deep crisis of reduction. At the end of 70th years in USA reined a dissatisfaction of reduction which gradually was replaced by a forcing of intensity and confrontation in the beginning of 80th years. But from middle of 80th years attributes of possible revolution to the anti-recessionary period in our relations began to be planned.

Administration of Reagan gradually passed from irreconcilability and confronts rhetoric in 1981-1983 to attempts to open diplomatic dialogue in 1983-1984. Within 1984 Reagan has made some pre-election speeches in which spoke about necessity of overlapping of force and dialogue for relations from the USSR. In September, 1984 at session of General Assembly of United Nations Reagan has declared: " America has restored the power … we are ready to constructive negotiations with Soviet Union ". After re-election of Reagan on the second term and Gorbachev's coming to power contacts with the purpose of the organization of their meeting became more active, though the Soviet-American relations remained rather difficult. Their personal meeting in Geneva in 1985 has passed most advantageously. One of keys to a solution of «phenomena of Reagan" and his political successes is a underestimation of his person by political opponents and some political scientists. He as the President was more complex figure, than it seemed at first sight. Reagan poorly understood difficult details of our relations; he was especial in detail negotiations about restriction of nuclear arms. However at Reagan the certain natural instinct, sense and optimism, love to the big ideas, skill to create image which imposed millions Americans was. Actually his force consists in skill to combine incompatible, in the external party of approaches, in conviction in correctness of the sights, in persistent determination of them to carry out.

Second presidency of Reagan has coincided – it was historically successfully - with occurrence of the new Soviet leader - Gorbachev. Both heads have played the role in new turn concerning both countries. Reagan has replaced Bush which promoted the further positive development of this process.
